A test base of the PLA Navy shoulders the task of testing and appraising
underwater weapons. In recent years, the test base has adopted a
series of new measures to cultivate technological specialists: It has invited
such top-notch experts as Hou Zhaohuan, academician with the Chinese
Academy of Sciences, and Yang Shi'e, academician of the Chinese Academy
of Engineering, to be their guest professors to pass their knowledge
and experience on to the officers of science and technology; selected
more than 50 officers of science and technology to study for doctorates
or master degrees and sent more than 150 people for advanced study
in the Chinese Academy of Sciences and the Naval University of Engineering.
Currently, doctors and masters account for 28% of the total number
of the officers of science and technology in the test base, among which
26 have become the members of the expert team of the Navy and have been
elected into the talent pool of the base. Accordingly, a high-quality
contingent of talents of science and technology with a rational structure
is taking shape in the test base.
The test base has been sticking to the principle of putting people first and
has made great efforts to create a favorable policy environment and
a fair and just competition environment for the healthy development of the
talents. With the sound environment of putting people first, the test base
has attracted talents from everywhere. In the past five years, the test
base has accumulatively recruited more than 150 graduates from major
colleges and universities throughout China.

海军某试验区担负着水中兵器的试验鉴定任务。近年来，他们瞄准培养专家型科技人才，采取了一系列超常举措：聘请中科院院士侯朝焕、工程院院士杨士莪等军内外顶尖专家为客座教授，请他们对科技干部进行传帮带；先后选送50多名科技干部攻读博士、硕士研究生，选送150多人次到中科院、海军工程大学等单位学习深造。目前，该实验区部队博士、硕士占科技干部总数的28%，其中26人成为海军专家组成员，入选基地人才库，形成了一支结构分布合理的高素质科技人才队伍。
该试验区坚持以人为本，着力营造人才健康成长的政策环境和公平公正的竞争环境。以人为本的良好氛围，引来了八方才俊。近5年来，该试验区累计招收全国重点院校大学毕业生150多人。(肖德伦
