A few days ago, leaders of the Second Artillery Command Institute,
the Shijiazhuang Army Command Institute, the Nanjing Army Command
Institute, the Navy Command Institute and the Air Force Command Institute
gathered in Wuhan for the purpose of jointly signing a cooperative
education agreement among these command institutes of different services
and arms, lifting the curtain on joint school-running. According to the
briefing, this move enables military school education to realize joint
coordination for trans-region, cross-services-and-arms and inter-system
cooperation, so as to improve education quality and effectiveness, and
meet the troops' demand for joint training without adding inputs, thus
getting multiple results from one effort.
The cooperative education agreement signed by them covers such
contents as teacher (instructor) exchange, cross training, on-line
teaching, cross selection of courses, mutual credit recognition, training
graduates for each other on contract, joint scientific research, joint
drafting of consultation report, exchange of teaching books, software and
materials, and mutual sharing of teaching and scientific research results.
The agreement requires every cooperating party to provide education and
training resources for the purpose of running school jointly.
The experiment of the five command institutes of different services
and arms in running school jointly has both realized taking advantage of
each other's strength and cultivating talents jointly in real sense, and
for that matter, playing an exemplary role for carrying out and
implementing the scientific outlook on development.

胡延宁、记者胡春华报道:几天前,第二炮兵指挥学院,石家庄陆军指挥学院、南京陆军指挥学院、海军指挥学院和空军指挥学院的领导聚集武汉,共同签署军兵种指挥学院教学协作协议,拉开了联合办学的帷幕。据介绍,这一举措使军校教育在不增加投入的情况下,实现跨地区、跨军种、跨体系联合协作,提高教学质量和效益,满足部队联合训练的需求,可谓一举多得。
在他们签署的教学协作协议书上,教学协作包括师资(教官)互聘、交叉培训、网络教学、课程互选、学分互认、代培研究生、科研联合攻关、联合起草咨询报告、教材图书和软件资料互通、教学科研成果共享等。按照协议要求,各协作单位承担为联合办学提供教育训练资源的义务。
5所军兵种指挥院校联合办学的探索,既达到了优势互补,又实现了真正意义上的联合人才培养,对军队院校贯彻落实科学发展观,有着良好的示范作用。
