The Outline of Nationwide National Defense Education was
promulgated for implementation lately by the State National Defense
Mobilization Commission, indicating that the nationwide national defense
education has embarked on the track of standardization and legalization.
The Outline of Nationwide National Defense Education promulgated
this time includes 47 articles in eight chapters. It specifies clearly the
guiding thinking, the basic tasks and the objectives of the national
defense education in the form of a statute, and has standardized the
contents, ways and support measures of the education. It comes in as the
detailed rules and regulations for implementing the National Defense
Education Law of the PRC and makes up a complete laws and regulations
system of national defense education together with the National Defense
Education Law of the PRC.
The Outline stipulates that the national defense education includes six
basic contents: national defense theory, national defense knowledge,
national defense history, national defense laws and regulations, national
defense situation and tasks and national defense skills. The education
will be carried out in five different groups of citizens: the
functionaries of state departments, the officers and men of the PLA and
the Armed Police Force, students, militia and reservists, workers and
farmers, and other people in the society.

我国《全民国防教育大纲》日前由国家国防动员委员会公布施行。《大纲》的公布施行标志着全民国防教育工作走上规范化、法制化的轨道。
此次公布施行的《全民国防教育大纲》共8章47条，以法规的形式对国防教育的指导思想、基本任务、目标等作了明确，对教育的内容、途径和保障措施进行了规范，是落实《国防教育法》的实施细则，与《国防教育法》共同构成了国防教育工作完整的法规体系。
《大纲》规定，国防教育包括国防理论、国防知识、国防历史、国防法规、国防形势与任务、国防技能6项基本内容。教育按照国家机关工作人员，中国人民解放军、中国人民武装警察部队官兵，学生，民兵预备役人员，工人、农民和其他社会人员等5种不同公民群体实施。
