Recently, the reporter learnt from the related
departments of the General Political Department and the General Logistics
Department of the PLA that the supply method for basketball, volleyball
and football is to be reformed in 2007. The expenses for purchasing balls
will be incorporated into the basic personnel standards of political work
expenditure, and each troop unit will draw the money from the financial
supply channel of the next higher level, and then buy the balls on their
own.
For years, all basketballs, volleyballs and footballs needed by the
PLA units have been supplied in kind. However with the development of
market economy, the expense standards for the PLA units have been steadily
raised, and all the more the outlay for the purchase and maintenance of
the cultural apparatus of the PLA grassroots units have gradually been
supplied according to the standards, as the traditional method of
supplying basketballs, volleyballs and footballs in kind can no longer
meet the objective requirements of cultural support for the PLA units. On
the basis of careful survey and verification, the General Political
Department and the General Logistics Department of the PLA decide to
replace the traditional method of supplying balls in kind to troops with
the method of providing the fund and let the troops buy balls themselves.

记者汪泾洋报道：记者近日从总政、总后有关部门获悉，自2007年起，全军部队篮、排、足球保障方式实施改革，部队球类购置经费将纳入政治工作费人员基本标准，由部队按后勤财务供应渠道自下而上逐级计领，自行保障。
多年来，全军部队篮、排、足球的保障一直实行实物供应的办法。随着市场经济的发展，部队经费标准提高，特别是全军基层部队文化器材实行列装管理和文化装备购置、维修经费逐步实行标准供应，篮、排、足球采取实物供应办法，已不能适应部队文化保障的客观要求。在调查论证的基础上，总部决定将部队球类保障方式由实物供应改为经费保障。
