The Second Forum on Defense and Security of the Shanghai Cooperation
Organization (SCO) was inaugurated yesterday under the theme of "China's
Peaceful Development and the Shanghai Cooperation Organization" in the
College of Defense Studies of the National Defense University. Zhang
Qinsheng, assistant chief of general staff of the PLA, made a keynote
speech.
Zhang Qinsheng stated that China sincerely hopes to make more
contributions to the world's peace and prosperity. Therefore, China has to
speed up its own development first. It is not an expedient measure but the
Chinese government and people's serious choice and solemn commitment to
stick to the path of peaceful development. The Chinese government will, as
ever, adhere to the good-neighborly principle of befriending and
partnering with her neighbors, boost exchanges and cooperation with all
the countries in the region, energetically promote and put into practice
the "Shanghai spirit" featuring "mutual trust, mutual benefit, equality,
cooperation and coordination, respect for diverse civilizations and
pursuit of common development" and constantly enhance and deepen the
cooperation in various fields within the framework of the Shanghai
Cooperation Organization.
This forum, which is sponsored by the Ministry of National Defense of
China and hosted by the National Defense University, aims at boosting
exchanges and building up mutual trusts between member and observer states
of the Shanghai Cooperation Organization in the domain of defense and
security, studying the opportunities and challenges facing the Shanghai
Cooperation Organization, and seeking for new cooperative forms.

记者张顺报道：以"中国的和平发展与上海合作组织"为主题的上海合作组织第二届防务安全论坛，今天在国防大学防务学院开幕。总参谋长助理章沁生做了主题演讲。
章沁生说，中国真诚地希望为世界和平与繁荣做出更大贡献。为此，中国首先要加快发展。坚持走和平发展道路，不是权宜之计，而是中国政府和人民的郑重选择与庄严承诺。中国政府一如既往地坚持"与邻为善、以邻为伴"的睦邻方针，发展与本地区各国的交流与合作，积极倡导和践行"互信、互利、平等、协作，尊重多样文明、谋求共同发展"的"上海精神"，不断加强和深化上海合作组织框架内的各领域合作。
本届上海合作组织防务安全论坛由中国国防部主办、国防大学承办，旨在增进上海合作组织成员国及观察员国在防务安全领域的交流与互信，研究上海合作组织面临的机遇和挑战，探讨新的合作形式。
